ATI 9700 Setup Question

Well I got myself an ATI Radeon 9700. I installed it last night (sheesh, the thing needs its own power feed!), but I'm not sure I have it set up right.
I first removed my 8500 drivers, including the control panel and the Rage program I was using to OC it.
Next I downloaded the new Catalyst Drivers and Control Panel from ATI's web site and followed the install instructions.
Everything is working, but to tell you the truth, I don't see much performance difference. I am getting a constant 80-99 fps in CS. This is a little different because I was dropping as low as 40 before. but I don't seem to be able to get it higher then 99.9. I increased my max frames in the config.cfg file from 99.9 to 105, but that didn't do anything. I know it can go higher, I saw people at the last LAN party who's fps stayed above 100 the entire time.
The kicker was in BF1942, I was getting the exact same fps (50-60)I was getting with my 8500! (BTW the console command to show fps is Console.showfps 1). Hmm, maybe I should look for something like the max frame setting in the config.cfg file.
The settings panel has a ton of stuff I don't have a clue to what it does. If anyone has any suggestions, I'd appreciate it.

First CS will not get above 99.9. That's top end for it.
Second, sounds like your Vsync is locked at 60. Make sure to go into the Direct3D tab and OpenGL tab and set Vsync always off at the bottom.
I forget where off hand, but one of the tabs has an advanced section (I think the Direct3D one) where you can lock all programs at the same sync as your desktop. I found this reduces the flicker just a smidge more then using one of the Refresh fixes out there. If you don't do this then make sure to get one of those refresh fixers.
Also I think I read somewhere on Rage3D that BF1942 is always locked at 60Hz. There is a file that can be manually edited to correct this. Do a search at their forums for "flicker AND 1942".

yes, sounds like vsync would be the first thing to look at.
if that doesnt solve it, post the rest of your rig specs and we'll look at other possiblities
you will max at 99.9 in CS but you should be maxing in other games
i recommend going and getting the widely used benchmark for gaming rigs, 3dmark2001 and running that and posting your results, that will tell us very quickly if theres a problem in your setup. you can get the bench here and its free

Making a simplified bootable floppy disk under WindowsME and Windows2000
Due to the fact that WinME and Win2000 no longer supports pure DOS environment, there's no options in format a: to make a system disk (or even copy system files). There are some bootable disk images available on the internet for download, which was tailor made for OS which cannot make bootable floppy disk anymore.
Website such as Bootdisk.com provides several bootable disk images, and DrDOS7.X is the simplified bootable disk image file (without additional drivers) for flashing bios. To make a bootable floppy disk, download it first and execute drdflash.exe, insert a blank floppy disk when prompt and it will copy the bootable disk image onto the floppy disk. When that's done you can copy the bios files to that floppy disk. Restart the system and boot from floppy drive a: into pure DOS environment. Now you can begin flashing your bios.

Heh, at least after the BIOS upgrade (or maybe turning the Vsync off) my FPS in BF1942 has jumped up to 90-100. That makes it a whole lot nicer to play.
Yeah Bubba, that's the plan. I'll throw the GeForce2 400 MX (or if I'm nice, the Radeon 8500LE) back in and give it to her. I'll get back my P2 450MHz system I gave to her when I got this Dell.
